Tokyo, September 2, 1909.
In conversation with Vice-Minister for Foreign Affairs yesterday, latter informed me that, in view of British interests involved, the Japanese Government would be willing to come to an agreement with China in regard to construction of above-men- tioned line, although he added that it would prove a more serious competitor to the South Manchurian Railway than would have been the case with the Hsinmintun-Fakumen line.
Instructions have been sent to Japanese Minister at Peking to consult with Sir J. Jordau on the subject. It was, however, desirable to await the signature of the Sino-Japanese Manchurian agreement before opening the discussion.
